Food stamp cards and replacement cards will soon only be available by mail. That’s bad news for food stamp recipients who don’t have a stable address. Mail gets “lost” at homeless shelters all the time. Also, you don’t necessarily have a say in which shelter you stay at, and not all of them will let the homeless people use it as an address.
